Fire dampers are something many people only see during fire safety inspections. Hidden inside air ducts, they remain inactive under normal conditions. In case of fire, they are triggered by thermal fuses or electrical signals to contain smoke and fire within separate zones. If this control board fails, the entire smoke control and exhaust system becomes useless. For this reason, European clients impose extremely strict requirements on manufacturers of fire damper control boards. It is not simply about “being capable of SMT assembly”. Every link, from soldering standards to material traceability, must withstand audits.

1. Three mandatory requirements from European clients
- Soldering standard: IPC-A-620 Class 2 as baselineEuropean clients directly mark “minimum class 2 according to IPC-A-620” on drawings. IPC-A-620 sets requirements for cables, wire harnesses and terminal assemblies. Fire damper control boards use a large number of connectors and cables, so clients explicitly require compliance with this standard. A contract manufacturer that cannot clarify its minimum in-house soldering classification will almost never be shortlisted.
- Material traceability: CoC Certificate of ConformitySince fire dampers fall under fire compliance regulations, clients require CoC (Certificate of Conformity) for critical components to trace origins, with full traceability extending back to upstream suppliers. This means the CM’s supply chain must support component-level traceability, instead of having unclear sources for batch materials.
- Mass production consistency: BOM fully aligned with approved samplesEuropean clients specify that production BOMs must be identical to the BOM of approved samples. Random changes are not allowed between orders. Any revision must go through the engineering change process and obtain written client approval before implementation.
2. Trust building from prototype to mass production
European clients generally follow a three-stage path: prototype validation → pilot batch → annual blanket order. Our engagement with a Slovakian fire damper client is a typical example:
- Prototype phase: Multiple variants of fire and smoke damper control boards were prototyped. The strict CoC traceability and soldering classification requirements specified by the client were fully satisfied.
- Pilot batch phase: After prototype approval, the client placed pilot orders of thousands of units per variant.
- Annual blanket order phase: Once stable cooperation is established, clients negotiate annual blanket orders, securing better unit pricing and stable production capacity with annual volume commitments.
One notable detail here relates to test fixtures. The one-time fixture cost charged at the prototype stage can be reused for mass production with no extra charges. Clients are well aware of this and will actively challenge repeated fixture charges for the same model. Reliable CMs maintain clear fixture asset records and specify reusable assets.
3. Three key manufacturing details for fire damper control boards
- Primarily single-sided SMT with extensive supporting requirements: Most fire damper control boards adopt single-sided SMT, yet projects often require stencils, AOI inspection and mechanical accessory support. The CM needs a complete process chain.
- Serial product delivery: A single client usually runs multiple product models in parallel, with annual volumes ranging from thousands to tens of thousands of units per model. The manufacturer must handle frequent changeovers for low-volume, multi-SKU production.
- Compliance document package: RoHS / REACH declarations, CoC for critical materials, and UL certificates from PCB manufacturers are standard deliverables for European projects.
4. Evaluation checklist for buyers
If you are sourcing a contract manufacturer for fire or smoke damper control boards, use these four questions for quick screening:
- “What is the baseline soldering standard maintained in your factory? Can you achieve IPC-A-620 Class 2?”
- “Can you provide CoC documents for full traceability of critical components?”
- “Will production BOM strictly follow approved samples? What is your engineering change procedure?”
- “Can test fixtures made at the prototype stage be reused for mass production?”
